Falgui, Evangelista, Escobillo Lead Call for Transparency in Flood Control Projects

Soccsksargen Mayors George Falgui (Kiamba, Sarangani), Paolo Evangelista (Kidapawan City), and Junjun Escobillo (Tampakan, South Cotabato) have joined a growing petition demanding full transparency, accountability, and justice in the implementation of flood control projects nationwide.

In a joint statement, the mayors—members of the Mayors for Good Governance (M4GG) from 2023 to 2025—called on the Department of Public Works and Highways (DPWH) and other national agencies to disclose all project documents, including Programs of Work, Detailed Unit Price Analyses, Bills of Quantities, Feasibility Studies, and the names of contractors and politicians involved in multi-billion-peso infrastructure projects.

The group emphasized that corruption must be confronted decisively, stating that those proven to have stolen public funds should be removed from office, prosecuted, and jailed.

“Corruption must end now. The Filipino people deserve a government that protects and serves them, not one that endangers their lives and robs them of their future,” the statement read.

The three mayors are among 12 Mindanao local chief executives who signed the petition, including Sitti Hataman of Isabela City, Basilan; Edreluisia Calonge of Mabuhay, Zamboanga Sibugay; Roberto Uy Jr. of Liloy, Zamboanga del Norte; Marissa Manigsaca of Rizal, Zamboanga del Norte; Angeles Carloto of Tampilisan, Zamboanga del Norte; Ali Sumandar of Piagapo, Lanao del Sur; Juan Paolo Lopez of Madrid, Surigao del Sur; Jason John Joyce of Jose Abad Santos, Davao Occidental; and Ruel Molina of Kumalarang, Zamboanga del Sur.

The petition follows President Ferdinand “Bongbong” Marcos Jr.’s August 11 disclosure of initial findings from an ongoing investigation into flood control projects, which revealed irregularities in costs, distribution, and contractor assignments involving at least 15 construction firms.

Marcos urged the public to help gather credible information and cooperate with authorities before any officials are formally named.

M4GG is a nationwide coalition of local chief executives in the Philippines committed to promoting transparency, accountability, and ethical leadership in government.

Launched in 2023 and gaining momentum through 2025, the movement includes over 100 mayors from various regions—including prominent figures like Baguio City Mayor Benjamin Magalong, Pasig City Mayor Vico Sotto, and Quezon City Mayor Joy Belmonte.
