SOCOTECO II joint venture proposal faces transparency concerns

GENERAL SANTOS CITY, Philippines — South Cotabato II Electric Cooperative (SOCOTECO II) is facing internal and public scrutiny over a proposed joint venture agreement with a private energy firm, with some stakeholders alleging a lack of due process.

Sources familiar with the matter told reporters that the National Electrification Administration (NEA) has indicated support for a management contract with Ignite Power & Energy Corp. The firm is reportedly associated with businessman Enrique Razon and former Sen. Manny Pacquiao.

The proposal has drawn criticism for an alleged lack of transparency, including claims that the cooperative failed to hold public consultations or publish the terms of reference for the agreement.

The issue has reportedly created a divide within the cooperative’s leadership. Board President Patrick Yap recently informed the Sangguniang Panlungsod that a resolution regarding the proposal had been approved and was pending NEA review.

However, sources indicate that four board directors declined to sign the resolution, citing concerns over the speed of the approval process. Reports suggest Yap has considered resigning amid the internal friction.

While some insiders say the agreement is nearing completion, consumer groups such as the Bantay Kuryente Movement continue to call for greater transparency and competitive bidding procedures before any contract is signed.
