QUEZON CITY — The Office of the Ombudsman has ordered top officials of the National Electrification Administration and board members of the South Cotabato II Electric Cooperative to respond to criminal graft and administrative complaints filed by electric cooperative members.

In joint orders dated Oct. 5 and Oct. 21, Officer-in-Charge Leila P. Tagulao-Marquez of the Preliminary Investigation and Administrative Adjudication Bureau directed NEA Administrator Antonio Mariano C. Almeda, Deputy Administrator Omar M. Mayo, and several co-respondents to file their counter-affidavits within a non-extendible period of 15 days from receipt.

The orders stem from joint complaints filed by Eduardo Villaluz Corteciano and Napoleon M. Belleza, a consumer-member of the South Cotabato II Electric Cooperative.

The respondents face criminal charges under Republic Act 3019, the Anti-Graft and Corrupt Practices Act, specifically Section 3(e) and (g). Administrative charges include grave misconduct, gross neglect of duty, serious dishonesty, oppression, and conduct prejudicial to the best interest of the service.

Alongside NEA leadership, respondents in the criminal filings include SOCOTECO II board members Elenito C. Senit, Patrict S. Yap, Peter Jayson A. Acharon, Jessie F. Alaban, Musa N. Mang, Aniceto G. Baculna, Leyne S. Alferez, Mae V. Mendoza, Cherry Joie Lima-Ponce, and Ben B. Advincula.

NEA Technical Consultant Rowaldo D. Del Mundo was issued a second joint order dated Oct. 21 directing his response to both criminal and administrative cases.

Under Ombudsman rules, no motion to dismiss or dilatory pleadings will be entertained. Complainants have a non-extendible period of five days from receipt of the counter-affidavits to file a reply.
